Is it possible to use a public static IP service with Things Mobile SIM cards for communication between devices?

No, it is not possible. Even when activating the public static IP service on both Things Mobile SIM cards, it is not allowed to configure one of the public IPs as the source IP for the other. This restriction is due to the lack of bidirectionality of Things Mobile SIM cards.
